[Seaside] Install of Seaside v54 fails on Squeak 3.6/KomHttpServer 6.3

 Actually, seaside didn't show up at all originally.
However, I selected the 'Update all installed
packages' in squeakmap. This allows seaside and many
other things to show up, but the seaside install still
failed. I am not real sure why it allows this.
