Although I have to admit that publishing an enhancement or bug-fix 
using change-sets is much more convenient for me. Have I look at the 
steps I had to do:

cs:
- file-out changes
- write e-mail with attachment

mc:
- create a local repository
- save package to local repository
- upload package to public accessible web-space
- write an e-mail telling about the changes and where to download
