[Seaside] Turning on toolbar for deployment mode

Referring to the discussion in  
http://lists.squeakfoundation.org/pipermail/seaside/2003-September/002086.html,  
I wonder if someone has already implemented this? I did a test and found  
that this can be done using some javascript. I attached a changeset, if  
anyone finds this useful and want to improve on this (especially password  
protect the toggling), I'll be happy. Comments?

PS: You need to manually add the instance variable "hidden" to  
WAToolFrame. I don't know how to do this in a changeset, can anyone  
explain? Thanks.
