Yeah, I've also been disappointed by how much slowdown the conversion
to and from various encodings is causing.  I wonder if maybe there's a
new primitive or two needed to make that more reasonable.

Wow, that's brutal.  How does the time usage break down?  What (apart
from m17n) are the hotspots?
