[SoC] Preliminary student allocations: we have 5 slots

Hi all,

Google has finally allocated the students to the mentoring orgs. Squeak
has received 5 slots of the 14 asked. It may not seem much, but since
this is our first time in the SoC, I think it's a good result. To tell
you the truth, I did ask for 14 slots, but I was expecting no more than
three.

Now we have to decide the actual projects to accept. Since there are
many applications around the threshold, we should do a second round of
scoring. The purpose of this second round of scoring is to confirm the
selected applications or to change them with something that we think is
better.
I propose that in this second round we use only the +4, +2, 0 (N/A) and
-2 values, in order to have more distance between each student
application.

In the next days, I'll be monitoring the applications list in order to
solve possible problems (such as a selected student being selected for
another organization, too).

And finally, I propose an IRC meeting of all mentors, in order to solve
possible last minute problems.
