Here is my opinion, but since I'm new this year you might want to wait
for Giovanni's response or one of the mentors or students who also
participated last year.

I had some questions about this myself and one thing I did was to look
at what was done last year.

http://code.google.com/p/google-summer-of-code-2007-squeak/

and while there was some variation it is more or less as you describe.

Here is what I said to Francois, you will of course want to translate
appropriately for yourself:

"What you need to do it appears is to collect IRCBot3-FS.32.mcz and at
least a README.txt with a format similar to

Google Summer Of Code

Organization: Squeak

<project explanation>

I would also request you include an INSTALL.txt which, at least from
somone already familiar with Squeak, describes how to install it.
Specify the version of Squeak you know works with it, the required
packages and the known working versions, the order of installation for
the packages, how to start the bot, and how to get started with
administrating it.

If you would like you could include an LPF script to do the installation
automatically. I can help you with that if you want.

Once you have the files all collected, since they are just a few, just
put them all in a single directory together and compress them as a
gzipped tarball."
