PWS as a plain web-server

The Server directory contains
- Yes, all the Swiki templates
- All the various examples that are described at the above URL, e.g., the
single-file factorial calculator, the Comments application templates, a
default default.html file, etc.

So, no, you don't need it at all to do basic webserving.
