Do you mean interpreting MIDI into u-law wavesamples?
If this is what you mean, I think Squeak is the ideal
tool.  One basic algorithm is implemented in TiMidity
(the C source can be found at
  http://www.clinet.fi/~toivonen/timidity/
); however I remember some discussion about wavelets
in Squeak so we can do much more powerful things in
Squeak that TiMidity does (not sure if not already).
