Besides the Jitter part, the 1.3 image should run with a 1.23 VM.
Blair McGlashan is in charge of the WinCE port and I'm not sure how far
he has come with the 1.3 version (Blair, could you comment on this?).

When looking for the WinCE VM try the UIUC server. It's there somewhere.
