I've tried it with both the Jitter and the non-Jitter version and it
worked ok. You might check the zipped version from

  ftp://ftp.cs.uni-magdeburg.de/pub/Smalltalk/free/win32/image/2.0beta

just in case juju is broken (I haven't tried it so I can't tell).
BTW, here is the result of cksum
