Is it available online, or anyone know of something like it that
    is?  Otherwise, how can I get access to this kind of technical
    report?

I have a copy of it from Software Practice and Experience from back
then. Maybe you can find it on-line at Berkeley or order it as a tech
report if you don't have access to SP&E.
