[Win32] 16 bit color depth in 2.1/2.2

The 16 bit display depth is broken in the released 2.1 Windows VM!!!
(a bad #define in a wrong place when compiling the release). I noticed
that only recently so please don't use 16 bit on Windows Machine until I
put an updated VM out.
