Have you taken a look at the Oberon System 3 UI? Its default mode uses
tiled autoresized/autorepositioned usually-nonoverlapping windows. The
"scrollbar" and mousing behavior are interestingly different also.

They have versions for a number of OSs, but it needs at least a 1024x768
display to strut its stuff properly.
