Simple 'fileIn' question

They do the same thing: make the code in the specified file available in
your image.

But they place it in different change sets.
Simple "File in" puts it in the current change set (if you have a project,
into the project CS, if you are at the top, to the "New Changes" CS).
"File into new change set" puts code into a newly created change set, whose
name is based on the name of the file.
