This is a specification of a sequence of actions that will produce a new
image.  I'm not going to say that it is or isn't a "specification of a new
image", but it is a different perspective than a specification that specifies
the component parts of a system.

Allen Wirfs-Brock posted something yesterday (to this list) that has some
links to some of his papers on this subject.
