X-Windows Performance, or lack there of?

Ok, a friend of mine has an Alpha, running Squeak, he is displaying the
X-Window head on his 450MHz Windows NT box. The Alpha has a load of 1.48. He
is using Exceed as the X-Terminal Server on his NT box.
His complaint is:
> Start Squeak. Wait for screen to fully refresh. Then choose menu item
"refresh display". It takes eight seconds to refresh. I can watch the
browsers redraw.
Ah, this seems excessive? I've seen lots of comments about X-Windows
servers, accelerators etc float past in the last few months, without having
too much of a need, but now of course I've a friend with a question....
Why so long and how can he fix it?
I gather raw horsepower isn't the problem here, rather bits, lots of little
bits on the wire?
His Alpha does
22598870 bytecodes per second;
1288984 sends per second
His NT box does
21304926 bytecodes/sec;
1269320 sends/sec
{Quick which cost 20x as much to puchase?}
