That's not correct.  You can use GIF picture on web pages as much as you 
want.  There's no license needed.  But if you create GIF pictures you need 
either a tool that has a proper licence or obtain a web license 
yourself.  This is because Unisys doesn't require shareware and freeware 
programmers to obtain a license.  However commerical web pages require a 
license.  So everything is okay if you use a tool that is licensed for GIF 
- CorelDraw for example (AFAIK).

Whatever, PNG is a nice alternative, although it's only supported with the 
latest versions of Netscape and IE.  Opera has probably PNG support, 
too.  I don't know about scamper but with the next bunch of updates, Squeak 
will get a PNG reader so it shouldn't be difficult to extend Scamper...
