You are mistaken.  The IEEE 754 and IEEE 854 most emphatically DO
allow -0.0, and would be in serious trouble if they didn't.
(If you think of +0 as +epsilon, -0 as -epsilon, +oo as 1/epsilon,
and -oo as -1/epsilon it all makes a lot more sense.)
