I'm seeing about 68% faster bytecodes and 8.5% faster sends with the new
2.8 VM on a 300MHz PentiumII.

I like the idea of having both the 'fat' VM and the plugin-ized VM
available for download - as far as the "standard" distribution, I would
vote for the 'fat' VM for simplicity.
