[BUG] Quitting Squeak from its window bypasses shutDown routines

In addition to the problem with the StartUp list (see thread: "[BUG] 
Smalltlk addToStartUpList: NewClass") I discovered that if you close Squeak 
on Windows NT from the top-right close box in the application window, and 
answer YES to the 'Quit Squeak without saving?' pop-up, then Squeak shuts 
down without going through the SystemDictionary shutdown routine. This can 
leave open drivers (at least MIDI and Audio) in a broken state that can 
only be corrected through rebooting the system.
