I noticed today while trying to comment out some lines in a method, that
the highlight and enclose (") double-quote shortcut doesn't seem to work
in Windows VM, but the (') single-quote does.

In fact none of the upper-case versions work.  Seems that when you add
the shift key it doesn't respond as expected.

Oh, and yes I know that I'm supposed to be using the Alt Key rather than
control for these.  Like I said the lower case versions work.
