[BUG]Changing changeset does not put note in Transcript, creating a new one does

In a ChangeSorter, making a new changeset creates the set and puts a
note in the Transcript that it is now the active changeset. However,
changing changesets via the sorter menu does not.

I doubt it matters which choice is used - note or not, but it ought to
be consistent. As it is now, you can end up with a Transcript telling
you thatfoo is the current changeset but a changesorter telling you that
bar is active. Very annoying, and potentially terribly frustrating for
new users.

To remove the Transcript note, one need only make the obvious edit to
ChangeSorter class>newChangeSet.
