Right.  Actually, balloon help for these was added quite a while back 
(a contribution by Joshua Gargus IIRC.)

The reason we don't see the balloon help in the tools flap in the 
prelim 3.0 is that that image probably still has ancient, 
grandfathered flaps in it that have not been reinitialized.

Furthermore, I just noticed that the code that replaces individual 
items in this flap on the fly does not add appropriate balloon help 
-- I'll fix that.

The actual 3.0 shipped will have freshly initialized flaps in it.
