Back when I was tinkering with "skins" I developed a framework that 
allowed skins to be defined with four formats:
	- strict bitmaps/forms
	- sections that had repeated "tiles"
	- stretched forms
	- dynamic drawn

I think providing more than one way to "skin" a window frame allows 
greater flexibility with what the end user can create.
