[ENH] DoubleClickTimeout

Hi Dan,

Yes, it should be added to MouseClickState.  I assembled that
changeset by moving methods from another, and forgot to check
Undeclared when I tested it in to a fresh image. (actually, I've never
been in the habit of checking Undeclared, but I certainly will in the
future).
