There are recent (3.1a6) pre-compiled WinCE versions here from Ohshima-san:

Considering that Squeak.org shows some 2.3 and 2.7 (only MIPS and SH3) PDA 
images in its download section, shouldn't these be updated?

I'm sure that the StrongARM and other PocketPC and HandheldPC users would be 
glad to find these.
