It's ALT-v not CTRL-v. Agreed, it's confusing if you're on Windows (and it
hits me everytime right between the eyes) ... but alas! We have only a
single set of global keybindings and they were exclusively made for Macs
(where the gesture CMD-v is in fact the short cut for paste; and don't even
get me started about "option" shortcuts ;-)

Now, before you can even ask why we don't map CMD to CTRL on Windows, here's
the answer: There are various short cuts that *DO* refer to CTRL (like the
one you are citing) and it was simply too confusing to have to tell people
"when you hear CMD we mean CTRL but when you hear CTRL we mean ALT"...
