Tim is referring to a HOWTO based on a lengthy mail thread a while ago where we
agreed to a bunch of guidelines/rules etc for branching, tagging, merging
between branches and releasing.

I have all the relevant parts of that discussion cut/pasted together and I
started a HOWTO on Minnow but only got started.

I will get back to it tomorrow and at least post the base material to begin with
so that people can help me dissect it into a nice howto.
