With what I see in that web page, its probably too much to expect to see the
same xml spec be able to open up either in Morphic or GTK.  However, it may be
possible to have the GUI builder be able to write out two different xml spec
formats, one of them GTK.  It might be possible to write them out to the same
model object, so that a model can open a window in BobsUI or in GTK, but that
would depend a lot on how the communication occurs between squeak and GTK.
