[ENH] Celeste Removable (again)

This is a port of an old refactoring I did for 3.3a to make Celeste
removable. Filing in the 5 attachments in order should leave everything
running (In fact, I suspect it might run at every point in the process).
Everything is mostly unchanged, except that Celeste can be removed, This
means that clients that used to send mail through Celeste, now use
MailSender as an interface to SMTP.

MIME handling code is left in the image, BTW, since it has some non
Celeste clients.
