The, err, 'policy' of the SqF public FTP server is that /incoming/ is
world-writable, but not readable. This allows the admin to review stuff before
moving it to a world-readable location (do that warez K1dd13z cannot abuse the
FTP server as a software exchange hub). Which is what happened to the mpeg in
the meantime (/pub/misc has become its home).
