I'm not sure if there is a 3.2 VM for the PC, at least not yet... there may not be a need for changes since the 3.1 VM.  The 3.1 VM should work fine, though, which is on the main Squeak ftp archive in the 3.1beta directory:

ftp://st.cs.uiuc.edu/Smalltalk/Squeak/3.1beta/win32/
