[ENH] warnNoChanges-ls

A regular problem among the newbies at Georgia Tech is to mess up their
changes file and then overlook the warning message Squeak gives when it
starts up.  I've frequently asked people if they got that message, and
they couldn't even recall.  This changeset forces people to explicitly
say "Yes" to a confirmation dialogue, if they want to continue without a
changes file.  Perhaps this will cause people to pay more attention to
the problem.
