[BUG]Display depth 8 bit (little endian) has problems on Windows

This problem has was also visible in earlier VMs.  I hadn't noticed the
mouse eye problem though... that sounds serious :-)

Subject: [BUG] area fills incorrect in 8 bit little endian

When running on Windows in 8 bit little endian display mode, the balloon
help area fills do not happen correctly.  They seem to be half filled
with the yellow colour, and the rest of the balloon is transparent.

The same help balloon shows correctly in other display settings,
including 8 bit big endian
