Ugh, I hope it isn't a local here.  That address (as it indicates) is a
DHCP address that could either have been issued from a semi-public lab or
from a wireless network.  If you can send me more information, I can try
to track it down.

If it is a local, I apologize for the disgraceful behavior of whoever is
responsible.
