We have had password protection on swikis before.  It shouldn't be too hard to put a swiki into an "moderated" mode for a while.  This would queue requested changes until someone with privileges comes along and blesses them.  It wouldn't work (well) for frequent changes, but for the case of mostly stable swikis it would offer a solution during periods of abuse.
