If you have a change set that has reorganize chunks in it, then if you 
"browse changes", there is no way to successfully file in those reorganize 
changes. If you select all the changes and say "file in", you get a syntax 
error.

The reason appears to be that the parser doesn't realize that in the case of 
a chunk with the form "<Class> reorganize", it needs to provide special 
behavior.
