Because it decentranlizes control - the same reason source forge can 
have arbitrary numbers of people filling each role.  Take seaside for 
example: either Avi or I might want to make a release or update the 
package description, etc.

We could create a "seaside" account that we both use, but it would be 
much better to use our own accounts to work on the all the packages we 
maintain.
