[BUG]Lots of unimplemented methods in 3.6#5373

Hi bob

I was nearly finished to move all the none namespace related method 
into a SmalltalkImage class, and I would like to understand. Are you 
saying that all the mechanisms around MemoryHogs is just there but 
never used?
