Should moving the Hand cause the World to be laid out?

I have noticed that every time the Hand moves it does an "owner 
layoutChanged", which then causes the World to lay itself out again, 
and to notify its submorphs of #ownerChanged.

Seems to me like since the Hand is generally ignored during the 
World's layout, perhaps it shouldn't propagate these changes to the 
World.

I copied Morph>>position: into the tail end of HandMorph>>position: 
without the #layoutChanged call, and things still seem to work right.

What's your opinions here?
