No.  However, when I perform exactly the same test, the list isn't empty.
For example, if I load PropertyList from SqueakMap, file it out, and then
add a space to the end of PropertyListStream>>atEnd, and press Changes, I
get a list with that exact method, as I would expect.

When you say "not in my image", have you tried it in a clean image?
