First test of internationalization

I have a cute first test for internationalization, in any language: write
a parrot program, with some embedded code comments in the target language.
If the code editor, and compiler, survive the code comments, and the
parrot works in the target language, you have a chance of continuing
without too much trouble.

If your code editor cannot handle target-language comments, then you are
already heading for the rocks.

This test is intended, of course, for systems which have a distinct
edit-compile-run cycle ...
