PrefabConstruction has been phased out as a class and the
functionality merged into PrefabManager.

To do construction, just create a PrefabManager, bring up the halo and
select "Enable construction mode" in the main menu (it should be the
bottom item).  It will now behave just like PrefabConstruction used
to.
