  Hello,

  The email from Bert is interesting.  The header of his email says
the content is encoded in ISO-2022-JP, which is the standard encoding
for Japanese text for exchange messages over the internet.  The
sequence 0x1B 0x24 0x42 is the announcer for ISO-2022-JP and the
following two bytes specifiy the code for the left arrow character in
the Japanese character set.  It has little to do with Unicode at this
point.

  With the Squeak multilingualization package, actually you can use
those characters (see attachment).
