I was surprised Apple Mail chose ISO-2022-JP for transmission encoding. 
Of course, this being an Apple product, there is no way to configure 
it. It just works. For Mac users, at least, that is.

Perhaps they just acknowledge that Japanese people are more fit to deal 
with strange characters than those 7-bit ASCII Americans or us 8 bit 
Old-Europe-Inhabitants ;-)
