In the meantime I got aware of the update 
Brent Vukmer did on the page

   'Reporting Bugs and Fixes'
   http://minnow.cc.gatech.edu/squeak/398

It is linked from
  'FAQ: How do fixes, enhancements, etc. become updates?'
   http://minnow.cc.gatech.edu/squeak/954

It explains how to report bugs, submit fixes,
add comments and tests to them from the 
developer/maintainer perspective.

The best thing is that we can start using
this enhanced process today.
