While pithy, I have no idea what this means.  Every legal scheme limits 
uses to particular exclusive rights -- the only "pure solution" to free 
you to make any credible design decision you might like with a piece of 
code is dedication to the public domain.

Anything else requires some interaction between the licenses of two 
pieces you wish to put together.  GPL is fine when mixing with GPL 
code.  So is Squeak-L.  Neither mixes one with the other, but neither 
is better suited to any particular engineering methodology.
