We've actually had this discussion a few times before so you might be
able to find some answers in the archives. Obviously some of the
thoughts will be obsolete for various reasons.

Essentially I think we hope to make Squeak 4 a decent pass at a kernel
that can easily grow to whatever level you want. Morphic, MVC etc
should all be missing but trivially installable; think SM++ (SM# ?).
I'd hope and expect that it would finally have the revised
CompiledMethod format changes and block contexts work incorporated
along with Flow (or some related decent stream & file/socket/port
stuff) and as much kernel cleanup work as possible.

IIRC we've previously considered things like revising the flags in
object headers, changing object header design, altering oop/SI flags
and so on.
