Three recently approved updates, including the complete Babel
translation update which adds #translated message sends to all of the
end-user-UI strings.

This changeset includes the changes all over the image to make it
translatable.
Basically it means:
- sending of #translated message to visible strings to make them
translatable
- some few #format: messages to replace string concatenations of strings
where the order make sense only in English
This changeset was tested in a 3.7a (5423) and I solved 43 conflicts
(most of them with MCP-Complete changeset).
Second revision: Tested in 3.71 (5545) 19 conflicts was solved.  Thanks
