Obviously we can choose to make the jump anytime we want to; it's
pretty much arbitrary. So far we've been hanging back on changing to R4
until we can agree on the list of backed up image format breaking
changes. Breaking image format is not something we ought to do often
since it, well, breaks the image format backward compatability.
